That is the boot image that is displayed over the POST test. When an error is detected on boot it is supposed to clear that image and display the problem it found. If it does not clear on its own you can try pressing ESC and post here what it says. If nothing happens at all pressing any key, then it is most likely found a problem that locked it up tight, such problems can be the CPU or a motherboard controller. Problems like that dont get much worse and can involve replacement of the motherboard, not for the faint of heart and quite expensive.
